Ms. Chi Fang
Ms. Chi Fang is a professional diplomat seconded by the People's Republic of China to the CICA Secretariat in August 2020. As the Deputy Executive Director of the Secretariat, Ms. Chi Fang assists the Executive Director of the Secretariat in addressing organizational and other operational issues and promoting confidence building measures in the Economic, Human and Environmental Dimensions. She is also responsible for Forum of Non-Governmental Organizations.
Mr. Doulat Kuanyshev
Ambassador Doulat Kuanyshev is an expert of the CICA Secretariat on confidence building measures in the Military-Political Dimension with experience as Ambassador of the Republic of Kazakhstan to seven countries, including three CICA Member States (India, Israel, Sri Lanka), and Permanent Representative to various international organizations. At different times, he served as the Deputy Minister of Foreign Affairs of Kazakhstan, Press Secretary of the President of the Republic of Kazakhstan, Chairman of the Investment Agency of Kazakhstan.
Mr Arkady Koscheev
Mr Arkady Koscheev is a career diplomat seconded by the Russian Federation Kazakhstan to the Secretariat as a Senior Officer as of September 2021a Senior Officer. Mr Arkady Koscheev is coordinating the implementation of confidence building measures in Combating illicit drugs, Sustainable development, Environmental protection, Natural disaster management, Information technology. He is also responsible for cooperation with Bangladesh, India, Thailand, Sri Lanka, South Korea, ASEAN, ACD, SAARC, ESCAP and UNODC.
Mr. Marat Janikeyev
Mr. Marat Janikeyev is a diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat as a Member of Professional Personnel. Mr. Marat Janikeyev is a focal point for implementing confidence building measures in the Military-political, Combating terrorism, Epidemiological safety, public health, and pharmaceuticals, New Challenges & Threats Dimensions, and the Think Tank Forum. He also coordinates cooperation with Afghanistan, Israel, Jordan, Palestine, Russia, as well as with the EEU, SCO, SCO RATS.
Mrs. Sholpan Yelkeyeva
Mrs. Sholpan Yelkeyeva is a career diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat. As a Member of Professional Personnel, Mrs. Yelkeyeva is a focal point for implementation of confidence building measures in the New Challenges & Threats Dimension, in the areas of development of SMEs, Development of Secure and Effective Systems of Transportation Corridors, Agriculture and Business Council as well as for cooperation with the EU, OSCE, LAS, OIC, and GCC. She also coordinates collaboration with Azerbaijan, Bahrain, Kazakhstan, Qatar, Turkey, UAE.
Mrs. Yelkeyeva graduated from the Academy of Public Administration under the President of Kazakhstan (2009). She received training in Creating Collaborative Solutions at the Kennedy School of Government of Harvard University (2010). In 2014, she defended her research in foreign policy at the University of Oxford.
Mrs. Madina Muratbekova
Mrs. Madina Muratbekova is a diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat since November 2020. As a Member of Professional Personnel, Mrs. M. Muratbekova is a focal point for implementing confidence building measures in the areas of Finance, Tourism, Trade and Investment, Energy Security and the Youth Council. She also coordinates cooperation with China, Egypt, Mongolia, Tajikistan, Uzbekistan and Viet Nam, as well as with TURKPA, Turkic Council, and Assembly of People of Kazakhstan.
Ms. Gulnar Bauyrzhankyzy
Ms. Gulnar Bauyrzhankyzy is a career diplomat seconded by the Republic of Kazakhstan to the Secretariat as an Associate Officer as of May 2021. Ms. Bauyrzhankyzy is responsible for PR and raising awareness issues, Security of and in the use of information and communication technologies, Council of Eminent Persons. She also coordinates cooperation with Cambodia, Iraq, Pakistan, Kyrgyzstan, Iran and UN, Economic Cooperation Organization (ECO) and International Organization for Migration (IOM), ESCAP.
