From 3 to 6 September 2024, Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Ambassador Kairat Sarybay paid a visit to Vladivostok, Russian Federation, to participate in the Eastern Economic Forum.
Addressing the plenary session “Environmental Diplomacy: Falcons – New Horizons of Cooperation” of the 2nd Falcon Day International Forum on 3 September, Secretary General K. Sarybay presented the efforts undertaken by the CICA Member States in the environmental dimension of confidence building measures. In particular, the issues of sustaining and maintaining biodiversity were reflected in the High-level Statement adopted by the CICA Ministerial Conference on Environmental Issues on 28 August in Astana. Notably, all eight states that signed the Framework Declaration of Intent on the Conservation of the Gyrfalcon – Bahrain, Qatar, the People's Republic of China, Kazakhstan, Kyrgyzstan, Mongolia, the United Arab Emirates, the Russian Federation – are CICA members. These countries are committed to making a practical contribution to restoring the populations of falcons and bustards in their natural habitats.
Secretary General K. Sarybay participated in the Forum’s plenary meeting on 5 September, alongside President of the Russian Federation Vladimir Putin, Prime Minister of Malaysia Anwar Ibrahim and Vice President of the People’s Republic of China Han Zheng, where the outlines for developing multifaceted economic cooperation in Asia were discussed.
In addition, K. Sarybay joined the discussion titled “Far Eastern Federal University (FEFU): 125 Years of Training Specialists to Develop Russian-Asian Relations”. Highlighting the relevance of training skilled professionals in Oriental Studies due to Asia’s increasing role in global economic, socio-cultural and political development, he stressed the need to strengthen cooperation among universities. In this respect, the panel session participants were introduced to the initiative for establishing the Partnership Network of Leading Universities of the CICA Member States, with its regulations set to be approved at the upcoming Ministerial Council meeting in Baku this December. Moreover, K. Sarybay proposed that FEFU consider joining this network.
