Kazan, 14 May 2025 – The Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA), Ambassador Kairat Sarybay, participated in the Conference on the Development of the Transport and Logistics Potential of the CICA Member States, focused on intermodal transportation as a driver of economic growth for the CICA region.
The Conference, convened on the margins of the XVI International Economic Forum “Russia - Islamic World: KazanForum”, brought together senior government officials, policymakers, and business leaders to explore strategies for strengthening regional interconnectivity and advancing economic cooperation across the CICA region.
In his address, Ambassador Sarybay expressed his sincere appreciation to the Russian Federation for hosting this timely and significant event in Kazan—a historic crossroads of trade routes linking Asia and Europe.
The Secretary General emphasized that the development of secure and efficient transport corridor systems remains a key priority within the Economic Dimension of CICA’s Catalogue of Confidence Building Measures (CBMs). Member States, under this priority area, are jointly exploring ways to enhance multimodal transport networks and to support the development of safe, sustainable, and efficient transport corridors across Asia.
Ambassador Sarybay highlighted the dynamic efforts under the current Azerbaijani Chairmanship of CICA, which also coordinates this priority area. He informed participants that Azerbaijan has circulated a draft Updated Concept on the Development of Safe and Efficient Transport Corridors for 2025–2027 and expressed confidence that Member States would actively contribute to this important initiative. Furthermore, he noted that the Azerbaijani Chairmanship plans to host two major events in 2025: a Conference on the Digitalization of Transport Corridors among CICA Member States, and a Conference of Port Authorities of CICA Member States.
Additionally, Ambassador Sarybay informed participants of the proposal by the Republic of Kazakhstan to establish a CICA Council on Sustainable Connectivity, first presented by President Kassym-Jomart Tokayev at the Astana CICA Summit in October 2022.
The Secretary General also contributed to the panel session “International Information Security: Russia – Islamic World” at Kazan Forum 2025. In his remarks, Ambassador Sarybay outlined the practical steps taken by CICA Member States to enhance cooperation on the security of and in the use of information and communication technologies (ICTs). He recalled the launch of a dedicated CICA priority area on ICT security in 2021 and underlined the importance of a coordinated approach and multilateral dialogue, as reaffirmed in the CICA Leaders’ Statement on Cooperation in the Field of Security of and in the Use of Information and Communication Technologies.
Ambassador Sarybay further acknowledged the contributions of several Member States in organizing experience-sharing activities on digitalization and ICT, and presented the Azerbaijani Chairmanship’s planned initiatives for 2025, including seminars and capacity-building programs aimed at enhancing cybersecurity expertise within the framework of this priority area.
