Regarding Senior Officials Committee meeting

On 18-19 April 2019, CICA Senior Officials Committee (SOC) gathered in Nur-Sultan to discuss the draft Declaration of the upcoming Fifth CICA Summit along with other issues related to the Forum activity.

First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan       Mr. Mukhtar Tileuberdi opened the meeting attended by representatives of 24 Member States. He noted the rationality of further CICA expansion in order to promote the role of the Forum in ensuring security and cooperation in Asia and global world. Mr. Tileuberdi has stressed the need of enhancing CICA external relations, especially with ASEAN and OSCE countries. In this regard, he proposed to have first consultative meeting of experts of CICA, ASEAN and OSCE member states. 

CICA institutionalization with further transformation into Organisation for Security and Development in Asia (OSDA) remains a priority development direction for the Forum.

In order to encourage practical cooperation with Member States the CICA Secretariat was recommended to analyze the situation and to propose most perspective areas for cooperation at the current time. In particular, it was suggested to strengthen economic cooperation through organizing business forums which are aimed to stimulate mutual investments.

Mr. Tileuberdi informed that Kazakhstan is planning to hold series of events in 2019 focusing on deepening the cooperation in military-political and humanitarian dimensions.

Mukhtar Tileuberdi highly commended the China Chairmanship of the CICA for 2014-2018, and expressed confidence that Tajikistan will continue the tradition of high productive chairmanship of the Forum.

The meeting was chaired by the head of Tajik delegation Mr. Manuchehr Jobir, who briefed the delegates about the organizational modalities of the Fifth CICA Summit to be held in Dushanbe on June 15, 2019.

It is expected that the Declaration of the Fifth CICA Summit will reflect the consolidated position of 27 Member States on number of important issues of international security.

Member States unanimously agreed for inviting the First President of the Republic of Kazakhstan Nursultan Nazarbayev to the Fifth Summit in the  capacity of the Founder of the Forum.

The next Senior Officials Committee meeting will be held in May 2019 in Nur-Sultan.
