Выступление Исполнительного директора СВМДА Посла К. Сарыбай на Международной конференции "Центральная и Южная Азия: Региональная взаимосвязь, вызовы и возможности", 16 июля 2021 г., Ташкент


 

Excellencies,

Distinguished delegates,

Ladies and gentlemen!

 

I express my gratitude to the Government of Uzbekistan and Minister  Abdulaziz Kamilov for inviting CICA to this important conference. I also take this opportunity to highly appreciate and congratulate the leadership of Uzbekistan for initiating high level discussion on the ways to strengthen connectivity between the two regions.

As we all know that the connectivity has become a defining feature of the modern economy and one of the significant trends of the 21st century, and it becomes even more crucial for the land locked Central Asian states. COVID-19 pandemic has caused severe strain in international trade worldwide and in Asia, highlighting the need for more resilient and efficient cross-border transport and trade connectivity, including via greater regional cooperation in legal and technical and operational efforts.

The Central and South Asia even being historically closely linked in economic, cultural and civilizational dimensions have not utilized much the potential of connectivity between the regions; therefore, it is very much timely to discuss the practical ways of cross-regional cooperation in fostering connectivity, taking into account the current challenges in Afghanistan that is at junction of the Central and South Asia.

I would like to highlight the fact that the majority of South and Central Asian States are members of Conference on Interaction & Confidence Building Measures in Asia (CICA); and Development of secure and effective systems of transportation corridors is one of the priority areas within the economic dimension of CICA. Azerbaijan is coordinator, and China and India are co-coordinators in implementation of CBMs under this priority area. CICA Member States agreed to cooperate in promoting various modes of transport linkages and connectivity and the development of secure and effective systems of transportation corridors.

CICA leaders in 6th Summit in 2019 emphasized that joint efforts for promotion of regional connectivity, especially integrated and competitive transport and logistics systems, will help achieving more efficient use of trade opportunities among the Member States and accelerate regional and international transport and transit cooperation that will duly serve the goal of sustainable economic development.

Distinguished delegates,

Connectivity infrastructure doesn’t only foster the inter-regional trade and transport, but also promotes people-to-people contacts and cultural exchanges. CICA has the view that the cultural diversity is a precious asset of Asia, and CICA stands ready to facilitate the extensive dialogues across cultures, civilizations and faiths; encourage inclusiveness, mutual learning and understanding; draw on each other's strengths for common progress; and promote cross-regional human connectivity at various levels, through its various platforms such as CICA Non-Governmental Forum, CICA Business Council and CICA Youth Council.

In order to further expand the scope of human connectivity, CICA leaders have agreed to explore a possibility of establishing appropriate CICA events for parliamentarians, universities, academia, research institutes, business incubators, youth, artists, cultural groups, archival institutes, schools, libraries and media community through various CICA platforms.

CICA welcomes pertinent activities of other organisations and forums aiming at promotion of regional and inter-regional connectivity. CICA will continue to keep connectivity issues high on its agenda and facilitate interaction among its Member States and with other multilateral fora.
