Astana, 29 January 2026 — The Deputy Secretary General of the Conference on Interaction and Confidence Building Measures in Asia, Ms. Zhang Ling, received Ms. Biljana Milosevic, Head of the Regional Delegation in Central Asia (Tashkent) of the International Committee of the Red Cross (ICRC), at the CICA Headquarters.
The meeting focused on the intersection of regional security, humanitarian action and confidence building, reflecting the relevance of humanitarian considerations in addressing contemporary and non-traditional security challenges across the CICA region.
The exchange underscored the shared commitment of CICA and the ICRC to advancing peace, and the protection of human rights, within the scope of their respective mandates. The sides emphasized the importance of dialogue, trust, and preventive engagement in mitigating humanitarian risks and strengthening resilience at the regional level.
The meeting also explored possible avenues for interaction within existing frameworks, including opportunities for expert-level exchanges and awareness-raising on issues of common interest.
The consultations reaffirmed CICA’s openness to constructive engagement with international humanitarian actors in support of peace, security and confidence building in Asia.
