Mrs. Zhang Ling
Mrs. Zhang Ling is a professional diplomat seconded by the People's Republic of China to the CICA Secretariat in October 2023 as the CICA Deputy Secretary General, a member of the professional personnel. Mrs. Zhang Ling assists the Secretary General in addressing organizational and other operational issues. She also coordinates the promotion of the CICA confidence building measures and serves as a focal point for the human dimension.

Mr. Farid Damirli

Mr. Farid Damirli, a professional career diplomat seconded by the Republic of Azerbaijan, joined the CICA Secretariat in April 2025 as the CICA Deputy Secretary General. He assists the Secretary General in addressing organizational and administrative issues. Furthermore, Mr. Damirli coordinates the promotion of CICA's confidence building measures, covering areas such as the Military-political dimension, New challenges and threats, and the Economic dimension.

Mr. Marat Alissov

As a Director of the Office of the Secretary General Mr. Marat Alissov supports the Secretary General by providing advice and analysis on substantive and strategic issues of further development of CICA and carrying out coordination between the Chairmanship and the Secretariat. He also oversees implementation of the Chairmanship priorities, provides substantive and organizational support to СICA governing bodies, and coordinates the process of CICA Transformation.

Mrs. Raushan Yesbulatova

H.E. Mrs. Raushan Yesbulatova is an Expert in Economic Dimension of CICA. She has experience as the Ambassador to the Kingdom of Thailand, Myanmar and Permanent Representative of Kazakhstan to UN ESCAP. She also served as the Consul General of the Republic of Kazakhstan in New York. H.E. Mrs. Raushan Yesbulatova was three times elected as the President of SOFC in New York. In her role at CICA, she serves as the focal point for implementing confidence building measures in areas such as the development of small and medium enterprises, the Business Council and the Business Forum. She is also responsible for analyzing the economic development of CICA Member States, providing expert analysis and recommendations on CICA activities and events.

Mr. Talgat Kaliyev

H.E. Mr. Talgat Kaliyev is an Expert in the Environmental Dimension of CICA. He has extensive diplomatic experience, having served as the Ambassador of Kazakhstan to the Republic of South Africa, as well as Chargé d’Affaires of Kazakhstan in Romania and the United States. He also held various positions at the embassies of Kazakhstan in Turkiye and the United Kingdom. At the Ministry of Foreign Affairs of Kazakhstan, he headed several departments, after which he served as Special Representative of the President of Kazakhstan for Afghanistan. His most recent position was Ambassador-at-Large at the Ministry of Foreign Affairs of Kazakhstan, where he oversaw matters related to CICA.
In his current role at CICA, he is responsible for confidence building measures in the environmental sphere, including sustainable development, environmental protection, disaster risk reduction and cooperation within the UNFCCC framework. In addition, he supports CICA’s work on issues related to Afghanistan.

Mrs. Ismat Jahan

H.E. Ms. Ismat Jahan is an Expert in Human Dimension of CICA and a career diplomat of Bangladesh specializing in multilateral diplomacy. She was the Foreign Ministry’s first Senior Secretary and the country’s first woman Permanent Representative to the United Nations in New York, also accredited to Chile and Peru. Ms. Ismat Jahan previously served as Ambassador to Belgium and the European Union, the Netherlands, and several other countries, as well as Permanent Representative to the OPCW, ICJ, ICC and PCA in The Hague. Earlier, she held senior positions in Geneva, New Delhi, the Prime Minister’s Office and the Ministry of Foreign Affairs. From 2016 to 2024, she was Permanent Observer of the Organisation of Islamic Cooperation (OIC) to the European Union. She was a member of the UN Committee on the Elimination of Discrimination against Women (2011-2018).
Her expertise includes disarmament, peace and security, human rights with a focus on women’s and children’s rights, socio-economic development and climate change. At CICA, she leads confidence building measures in the human dimension, focusing on intercultural dialogue, cultural cooperation, youth and women empowerment.

Mr. Mutaz Faleh Saleh Alhiasat

H.E. Ambassador Mutaz Faleh Saleh Alhiasat is an Expert in the New Challenges and Threats Dimension of CICA. A lawyer and career diplomat with over two decades of experience in international law and multilateral diplomacy, he has held key legal, political, and advisory positions within the Jordanian Ministry of Foreign Affairs and Expatriates. He also served as Director of the Ministry’s Legal Department and lectured at the Institute of Diplomacy on diplomatic law and international organizations.
At CICA, Ambassador Alhiasat monitors and analyzes developments and assesses initiatives proposed by Member States related to new challenges and threats. He contributes to the Secretariat’s analytical and outreach work, supports cooperation with other international organizations, and promotes dialogue and capacity-building through seminars.

Dr. Madina Igibayeva

Dr. Madina Igibayeva is an Expert in the Military - Political Dimension of the CICA Secretariat, specialising in analysing the military - political situation and security threats in the region, developing recommendations to strengthen security co-operation among member states, and providing expert support to CICA events and analytical forums. Dr. Madina Igibayeva holds a PhD in Military Science in Hungary, she is author of a book on the Amazon on “Role of Kazakhstan in the Shanghai Cooperation Organisation”, she has also published more than ten scientific articles and is an active participant in numerous international conferences. She is a member of the Hungarian Military Science Association and member of the editorial board of the journal “Sardar” at the Centre for Military - Strategic Research JSC.

Mr. Arkady Koshcheev

Mr. Arkady Koshcheev is a career diplomat seconded by the Russian Federation to the CICA Secretariat in September 2021 as a Senior Officer, member of the professional personnel. Mr Arkady Koscheev is coordinating the implementation of confidence building measures in Epidemiological safety, public health and pharmaceticals, and Security of and in the Use of Information and Communication Technologies, and Volunteerism. He is also responsible for cooperation with the following CICA Member States: Bangladesh, Cambodia, India, Thailand, South Korea, Viet Nam, and with the CICA Observer States: Indonesia and Laos. Mr. Arkady is also responsible for cooperation with EEU (EEC), ESCAP, ASEAN and SAARC.

Ms. Akmaral Kinzhebayeva

Ms. Akmaral Kinzhebayeva is a career diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat as a Senior Officer and member of the professional personnel. As a lawyer specializing in international law, Ms. Akmaral Kinzhebayeva assists the Member States in transforming CICA into a full-fledged international organization. She also serves as a focal point for implementing confident building measures in the priority areas of Effective Systems of Transportation Corridors, Trade and Investment, Sustainable connectivity. Moreover, she coordinates collaboration with the following CICA Member States: Azerbaijan, Kazakhstan, Russia, Türkiye, and with the CICA Observer States: the USA, Japan, and Ukraine. Ms. Kinzhebayeva is also responsible for cooperation with the United Nations system (New York, Geneva), OSCE, and the EU.

Dr. Yusif Huseynov

Dr. Yusif Huseynov is a career diplomat seconded by the Republic of Azerbaijan to the CICA Secretariat as a Senior Officer and member of the professional personnel. Holding a doctoral degree in international relations and diplomacy from Switzerland, he is the author of numerous publications on regional and global security.
He covers the Economic Dimension at the CICA Secretariat and assists the Member States in advancing confidence building measures in the areas of development of secure and effective systems of transportation corridors, tourism, finance and the institutionalization of the CICA Finance Summit. He also supports efforts toward the institutionalization of sustainable connectivity as a dedicated priority area.
Dr. Huseynov is responsible for cooperation with regional and international organizations, including TURKPA, the SAARC, OIC and OTS. He is also responsible for cooperation with the following CICA Member States: Bangladesh, India and Sri Lanka.

Mr. Aldiyar Kapyshev

Mr. Aldiyar Kapyshev is a diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat as an Officer, member of the professional personnel. As Officer, Mr. Aldiyar Kapyshev is a focal point for implementing confidence building measures in the areas of Finance, Science and Education. Additionally, Mr. Kapyshev coordinates cooperation with China, Mongolia, Tajikistan, Uzbekistan as CICA Member States and Belarus as an Observer State. Moreover he is responsible for coordination of Youth Council, Partnership Network of Leading Universities and institutionalization of the Finance Summit.

Mr. Chingiz Karaguzhinov

Mr. Chingiz Karaguzhinov is a diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat in November 2023 as an Officer and a member of the professional personnel. Mr. Chingiz Karaguzhinov supervises the implementation of confidence building measures in the “Tourism” priority area, “Cultural heritage” (priority for the Chairmanship of Azerbaijan) and is reponsible for the Council of Eminent Persons as a CICA advisory body. He coordinates the cooperation with Kuwait, Kyrgyzstan, Qatar, Sri Lanka and the UAE as CICA Member States and Turkmenistan as an Observer State. Mr. Chingiz Karaguzhinov is also responsible for interaction with international organizations, including TURKPA (observer organization), Assembly of People of Kazakhstan (Partner Organization), and several others. Besides that, his portfolio includes raising CICA visibility through implementing major projects like the CICA Alley and the translation of CICA’s anniversary books, such as the “Tales of Asia”, as well as contributing to the speechwriting efforts of the Secretariat.

Mr. Abhishek Katiyar

Mr. Abhishek Katiyar is a career diplomat seconded by the Republic of India to the CICA Secretariat as an Officer, member of the professional personnel. Mr. Abhishek Katiyar facilitates the implementation of confidence building measures in the areas of Agriculture, Energy Security, Information Technology, and is reponsible for the CICA Fund.
