CICA Secretary General addresses UN Global Counter-Terrorism Coordination Compact Retreat




25 June 2025 – At the invitation of Under-Secretary-General of the United Nations Office of Counter-Terrorism Mr. Vladimir Voronkov, the Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Ambassador Kairat Sarybay delivered a video message at the UN Global Counter-Terrorism Coordination Compact Retreat in New York.

In his address, the Secretary General emphasized that CICA, which unites 28 Member States and 10 Observer States, places paramount importance on strengthening joint efforts to counter the threat of terrorism.

To this end, CICA has established a network of partnerships and cooperation with various international organizations, including the United Nations, Organization for Security and Co-operation in Europe, Shanghai Cooperation Organisation and its Regional Anti-Terrorist Structure. In 2024, the CICA Member States approved a partnership with the UN Office of Counter-Terrorism.

Special attention in the message was given to the adoption, at the Sixth CICA Summit in Astana (12-13 October 2022), of the CICA Plan of Action on the Implementation of the UN Global Counter-Terrorism Strategy (GCTS), which was developed with the active support of the UN Office of Counter-Terrorism and its head Vladimir Voronkov.

The UN Global Counter-Terrorism Coordination Compact, developed as part of the reform of the UN counter-terrorism architecture at the initiative of Secretary-General Antonio Guterres, was signed on 23 February 2018. The document is a framework agreement concluded with the leadership of 36 UN agencies, as well as with INTERPOL and the World Customs Organization.
