
Tashkent, 3-4 June 2026 – During a working visit to Tashkent, CICA Secretary General Ambassador Kairat Sarybay joined high-level delegations from 17 CICA Member States and international organizations at the Second Meeting of the Termez Dialogue to drive the Asian connectivity agenda forward.

The event featured CICA Plenary Session "Political Dialogue and Economic Connectivity as Foundations for Sustainable Development in the CICA Region" supported at the highest level by the President of the Republic of Uzbekistan H.E. Shavkat Mirziyoyev and hosted by the Institute for Strategic and Regional Studies (ISRS).
Opening the forum, Director of the Institute for Strategic and Regional Studies Eldor Aripov underlined that the Termez Dialogue has evolved into an effective mechanism for advancing mutual benefit, good neighborliness, and preventive diplomacy.
ISRS Director emphasized that the dialogue's agenda prioritizes political cooperation and economic connectivity, which were central topics of the plenary session held in partnership with CICA. He noted that this partnership is rooted in a shared approach, as the Termez Dialogue aims to strengthen stability through progress and constructive engagement, values that directly align with the mission of CICA.

Building on this foundation of regional cooperation, Secretary General Sarybay addressed the participants and outlined CICA’s vision to transform the diversity of its 28 Member States into a shared strength for Asian connectivity. Guided by the Azerbaijani Chairmanship, the organization is advancing a practical framework to strengthen transit links, secure supply chains, and coordinate digital logistics.
He highlighted the unique geographical opportunities for landlocked and transit nations and emphasized that uniting platforms of the Termez Dialogue, the upcoming Conference of Heads of Ports and the first meeting of the Finance Summit will translate dialogue into practical cooperation and build the groundwork for a modern Silk Road.
To witness these connectivity efforts in action, the forum's agenda included a dedicated study tour to Termez on June 5. Participants inspected trade infrastructure driving regional integration, including the Termez Cargo Terminal and the Airitom International Trade Hub.
As part of his working visit to Tashkent, Secretary General Sarybay held bilateral meeting with Deputy Foreign Minister of the Republic of Uzbekistan Mirvohid Azimov. During the conversation, Secretary General outlined the progress achieved under the current Azerbaijani Chairmanship toward the Seventh CICA Summit in Baku on October 15. The Deputy Minister reaffirmed Tashkent’s support for the CICA process and its ongoing institutional transformation, while expressing confidence in the success of the upcoming meeting of heads of state.
The discussion then focused on the CICA agenda, including activities of the CICA Business Council, Youth Council, Think Tank Forum and Partnership Network of Leading Universities, as well as the recently established Women Council and the Finance Summit and special mechanism - the CICA Fund.
Secretary General Sarybay emphasized that Uzbekistan’s leadership in the Human Dimension provides excellent opportunities for the country to engage in shaping the agendas of these platforms and to host their future sessions. He also welcomed Uzbekistan’s initiative to host CICA High-Level Human Rights Forum in Tashkent this September.
The discussion highlighted the growing connectivity of Central Asia. Both sides agreed that this expanding cooperation, driven by regional leaders, serves as an excellent model of the solidarity that CICA aims to promote across the Asian continent.
