CICA Member States Share Best Practices in Organized Crime Investigations




Astana, 19 June 2026 – From 15 to 19 June 2026, the Turkish International Academy Against Smuggling and Organized Crime (TADOC), with the support of the CICA Secretariat, hosted a specialized training program on organized crime investigation techniques. 

This seminar is integral to the process of strengthening confidence building measures (CBMs). By fostering practical cooperation and expanding professional networks through exchange of expertise, Member States systematically enhance mutual trust and optimize coordination in addressing shared challenges.

Recognizing the increasingly interconnected and digital nature of modern security challenges, the five-day seminar focused on upgrading the practical skills of law enforcement personnel, enhancing their capacity to effectively counter evolving threats.

Throughout the program, TADOC experts and mid-level officers engaged in comprehensive discussions regarding advanced investigative strategies. The curriculum detailed contemporary technical capabilities, including Criminal Intelligence Analysis, Open Source Intelligence (OSINT) and the deployment of special techniques such as undercover operations and physical surveillance.

Furthermore, participants examined modern methodologies for conducting effective interviews, utilizing informants, combating firearms trafficking and tracking the proceeds of illicit activities to ensure the preparation of rigorous evidentiary files in compliance with comprehensive judicial standards.

The seminar is part of a systematic and ongoing effort within the CICA framework, where TADOC has successfully shared best practices with law enforcement officers from CICA Member States over the years. This consistent dedication underscores Türkiye's active role as the coordinator in the “New Challenges and Threats” dimension, ensuring a continuous exchange of knowledge and a unified response to collective security concerns.
