Progress achieved on Road Map for CICA Transformation




The meeting of the Special Working Group (SWG) of the Conference on Interaction and Confidence Building Measures in Asia (CICA) was held in Astana in a hybrid format.

Welcoming the meeting participants, CICA Secretary General Ambassador Kairat Sarybay shared the outcomes of his extensive consultations in the capitals of Member States on the draft Road Map for CICA Transformation (RMT), the development of which was mandated by the Sixth CICA Summit in October 2022. The Secretary General highlighted the Member States’ full support for the vision of the Kazakh Chairmanship as reflected in the draft RMT, as well as positive assessment of ways to further strengthen CICA.

In line with the meeting agenda, the participants considered the draft RMT and related draft decision of the CICA Ministerial Council, draft ministerial documents on modalities of the implementation of confidence building measures and promoting volunteerism for sustainable development, as well as the matters of coordinatorship of confidence building measures in priority areas of CICA dimensions.

Following lively discussions, the SWG recommended the Senior Officials Committee (SOC) to approve the draft RMT proposed by the Kazakh Chairmanship for its further endorsement by the Ministerial Council.

The SWG also recommended that the SOC approve the Russian Federation as coordinator and China as co-coordinator in the priority area “Security of and in the use of information and communication technologies (ICT)” for 2024-2025.

The SWG will continue to work on other documents for approval by the SOC and Ministerial Council.
