CICA and security architecture in Asia-Pacific: Secretary General at Beijing Xiangshan Forum




Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Ambassador Kairat Sarybay participated in the 10th Beijing Xiangshan Forum on 29-31 November 2023.

Addressing the plenary session of the Forum on Asia-Pacific Security Architecture: Present and Future, the Secretary General emphasized that, in the context of geopolitical fracture and new dividing lines, multilateralism and inclusiveness had become the only possible approach to ensuring peace and stability.

“The main objective of the CICA Member States is to build an architecture of security and cooperation in Asia based on the principles of the UN Charter and international law, transparency and mutual trust, with decisions and actions based solely on consensus,” said Ambassador Kairat Sarybay.

He also stressed that CICA upholds the “simple-to-complex” principle – first establishing confidence, then, on this basis, building full cooperation that leads to greater mutual security, which, in turn, is the prerequisite for sustainable development. Kairat Sarybay concluded that only the strengthening of genuine multilateralism based on confidence building measures can provide an adequate response to the challenges of our time and show the transition from competition to cooperation.

The Forum hosted by the China Association for Military Science and the China Institute of International Strategic Studies brought together defence ministers from 19 countries, 99 official delegations representing countries and international organizations, researchers and experts from academic institutions and think tanks from around the world. The Forum was held under the theme of Common Security, Lasting Peace and focused on building a sustainable security architecture in the Asia-Pacific region.

On the sidelines of the Xiangshan Forum, the CICA Secretary General met with SCO Secretary-General Mr Zhang Ming, ASEAN Secretary-General Dr Kao Kim Hourn, Special Representative of the Chinese Government on Eurasian Affairs Ambassador Li Hui, Deputy Chief of the Joint Staff Department of China's Central Military Commission Mr Jing Jianfeng and President of the Center for Europe and Asia of the China International Communications Group Mr Jiang Yonggang to discuss topical issues of cooperation.
